Unfavorable environment for the innovation activity, problems of liberalized economy and government management are analyzed. The need for taking into account the specificity of Russia to choose the long-run development priorities is shown. The factors of decreasing innovation activity are dis-cussed. The existence of sources of financing innovation activity is shown.
